I saw this list in a thread at the Hypnopics Collective (by Anaximanes), and I figured I'd copy it here (although I recommend visiting the forum thread, if this doesn't help):
- Make sure you are using the correct version of RAGS, 2.x games need a 2.x player to run without glitches, 3.x games need version 3.x.
- Make sure the file is NOT set as read only.
- Redownload the File. (save the download don't choose open in the browser dialogue)
- Make sure the file is on your computer not on a network drive.
- If you haven't already, try restarting your computer.
- Make sure you have the .NET Framework 4.0 installed.
- Make sure you have the Microsoft SQL Server 3.5 runtime installed.
- If all else fails try reinstalling the player.
